So yeah, it will be based on the comic book canon, set in victorian period england. This means you will be more than likely interacting with some of the canonized characters. Whether you want to be good or evil is going to be up to a vote. And I will probably be using some rules, since I want you guys to be playing low-lever supers. However they will be pretty light as Ifer's are in the Homebrew campaign
